The first "Extra Hard" is an addition to the game to make the artificial intelligence (AI) more aggressive in combat, and strategies have been added to the AI. The second is similar, but instead of being an addition, it is an improvement to the official game AI. You can choose this option from the new AI strength menu, which is a secondary menu, not the old one where you select from three options: Easy, Medium, and Hard. "Extreme" has been added to the menu, and "Brutal" has also been included, whereas "Brutal" was previously just a checkbox. There is a third new addition, which is not just an addition but a mod because it includes improvements and modifications to the units, called "F[ai]r Mod." Exactly as you said, the idea is entirely based on this concept-it reflects the devious strategy of that cowardly scoundrel who doesn’t know how to play like a professional. I encountered this frustrating behavior not only from the enemies in the game but also from teammates who, instead of standing by your side as allies, betray you by sending engineers to take over your base. That was extremely annoying. I had previously designed tower defense maps where soldiers and vehicles attack a tower that you and the other players must defend. During gameplay, I thought: what if the attackers were the engineers, and we had to defend the tower and our defenses from being hijacked by the AI? This is the challenge at the core of this mod. I’m still working on the main zombie mod, but this mod, as part of the online maps collection, will soon be available in the map mod list.

Also the driving on that car was atrocious at the end, theres tracks in the dirt you follow, but they keep going into the trees and getting stuck. Then there's refusing to get you another character, that Limo is a tank and it has health regen.

Yes, that's correct. At the 1:11 minute mark, the game folder was empty of any additions, including the "Resources" folder. After that, I started adding the files I mentioned to the game folder. Once the required files are added, I begin modifying the contents of the "Resources" folder related to CNC. Does this clarify things for you now? :)

For victory and defeat conditions, they depend on the mission scenario. For example, if the mission requires you to eliminate the enemy completely, leaving them with no buildings or units, you will need to first select the following event in the trigger: "If everything belonging to the state of Russia, for instance, is destroyed." Now, from the trigger's action tab, select the action "Play Speech" and choose Eva's message: "Objective Complete" or "Primary Objective Complete." Next, create a new action (Action 53: Enable Trigger) and link it to a trigger you previously created (which is disabled by default) called "Player Wins." Set the event to "Scenario by Time" (Event 13) with a value of 20. The action for this trigger should declare the player’s country (e.g., America) as the winner. You also need to create a copy of this trigger for the defeat condition, changing the "Player Wins" action to "Player Loses" and renaming it accordingly. For the defeat conditions, if you lose all your soldiers or your base and have nothing left to fight with, set this condition using the event, as mentioned earlier, but specify the player's country (e.g., America). The action should again use the "Play Speech" action but change the speach to "Mission Failed." Then, choose Action 53: Enable Trigger and link it to the "Player Loses" trigger. I don't remember the exact names of the commands as they appear in the Trigger menus; I only give you the meaning, and you'll understand the intended command when you read it. As for the second question, I made a video explaining how to create a Trigger for a nuclear strike on a waypoint. However, it’s clear from your question that you want to achieve this by having the AI owned super weapon as a building with a countdown timer before the AI selects the target. Honestly, I don’t know if it’s possible to force the AI to choose the specific target you want during the game.
